Owner Representation

An Owner’s Representative advocates for the interests of their client during the development of a capital project. In some cases, the client is the developer or owner of a building, but in other cases the client is a tenant that will be renting/using the space. The Owner’s Rep typically assembles and leads teams of architects and builders. In this capacity, the Owner’s Rep is responsible for overseeing design and construction. The relationship with the client is typically consultative, as the client will hold contracts with designers, contractors, and other vendors.

Fee Development

Fee development is a project delivery method in which a developer or project manager brings a project to life on behalf of an owner for a pre-negotiated fee, without taking on the financial risk of ownership. This arrangement allows the property owner to use the developer’s expertise and relationships for all phases of the project, including planning, financing, permitting, and construction, in exchange for a flat or percentage-based fee. The owner retains full ownership of the property throughout the process.

Entitlements

In real estate, entitlements are the legal and regulatory approvals from local governments that grant permission for a specific use or development of a property. These approvals, obtained through the entitlement process, determine what can be built, how it can be used, and are a critical step before construction can begin.

Master Planning

Master planning in real estate development is a strategic, long-term process that outlines a comprehensive vision for a project’s growth and design. It may consider land use, infrastructure, demand or headcount growth, and sustainability. It serves as a roadmap for developing sites, campuses, or larger areas by anticipating physical, social, and economic drivers to ensure organized and sustainable growth over time.

Commissioning

Commissioning in construction is a quality-focused process that verifies that a building’s systems (typically mechanical, electrical, and plumbing) are designed, installed, tested, and operated as intended and meet the owner’s needs. It is a systematic approach that covers the entire project lifecycle, from planning and design through construction and final handover, to ensure a building functions efficiently and safely from day one. HDC recommends that an independent commissioning agent be involved in almost all projects.

HVAC Life Cycle Cost Analysis

HVAC life cycle cost analysis (LCCA) is a method for evaluating the total cost of an HVAC system over its entire lifespan, including initial purchase and installation, operating costs (energy, maintenance, repairs), and eventual disposal. It is used to compare different HVAC options and determine the most cost-effective solution by accounting for all potential costs, not just the upfront price.

Quality Assurance/Quality Control

HDC implements a robust QA/QC program to ensure contractors, subcontractors, and designers review every building system before installation starts, that designers and consultants perform their contractually obligated field inspections/reports, and that identified issues are tracked and closed out. Strategies include pre-installation meetings for each major system and mock-up construction and review.
